An unusually blunt report released by the Japanese government on Thursday found willful human negligence at the Fukushima nuclear plant before the earthquake and tsunami battered the facility and a deeply flawed response in the days after the crisis began. Interestingly, the report blames Japanese cultural attitudes as the fundamental cause of the disaster, noting that nuclear power became "an unstoppable force, immune to scrutiny by civil society" and therefore even the most basic safety requirements were ignored.

3. Pakistan Reopens Border To NATO
Pakistan reopened its border to NATO trucks carrying supplies to troops in Afghanistan earlier this week, marking the end of a seven-month long closure of the critical supply route. The route was originally closed in retaliation for American airstrikes in November that killed 24 Pakistani border troops. The relationship between the two countries has been, to put it mildly, strained over the last few years due to issues such as American drone strikes and Pakistan's alleged support of the Taliban.
